Personally I think #2 is the best choice if all are to be documented, as mods will be adding new quests, NPCs, spells, and using existing NPCs and items for their own purposes. However, if they are confirmed as lore, then they should be in Skyrim space. Things get complicated, but no-more-so our multi-level modspaces, if extra pages are needed.ДЄs far as I am aware creations are not lore, which makes it easier to use the modspace to document them.
